Department Description: This position is located in Redding, CA.
The Department of College Opportunity Programs works in partnership with administrators, teachers, and students in specified elementary, middle and high schools in regional K-12 school districts. The goal of COP is to increase the number of students from historically low college enrollment communities who prepare for post-secondary preparation with an emphasis on college/university preparation. The College OPTIONS/North State Educational Shasta Talent Search program is located in Redding CA (2.5 hours north of Davis and works in partnership with administrators, educators and students in all levels of education (K-16) in Shasta and Siskiyou counties.
Position Details
Job Summary: Under direction of the College Opportunity Program Executive Director, provide overall management and leadership, and develop, direct and administer two federally funded college preparatory programs for low-income and/or educationally disadvantaged high school students. Manage an operation and personnel budget of $354,000; serve on TRiO, COP, and Community committees; and serve on the department's central management team to develop the department's strategic plan, policies, efficiency models, and program evaluation and assessment in support of students served. Prepare written reports outlining the program's outcomes and effectiveness and write the annual report.
Physical Demands:
- Drive for extended periods of time to various schools in Shasta County.
- Work at a computer for extended periods of time.
- Lift and transport printed materials weighing up to 30 lbs.
- Possession of a valid California driver's license.
- Participation in DMV Pull Notice System.
- Work flexible schedule, occasional evenings/nights, varied lunch hours and weekends and holidays to meet business needs.
- Travel to locations off campus and occasionally stay overnight.
- Restricted vacation during peak periods.
- Participate in required preventative medical and medical monitoring programs which will include TB screening.
Minimum Qualifications:
- Teaching, counseling/advising or youth development experience serving large numbers of ethnically, educationally, and linguistically diverse students.
- Planning and organizational skills to administer and oversee complex projects independently, as a team leader and supervisor.
- Experience with outreach efforts to increase the educational achievement, specifically among students from diverse populations and language backgrounds.
- Knowledge of fundamental school and academic program principles and standards (admissions, registration, financial aid, gift acceptance).
- Interpersonal and leadership skills to interact with individuals of varying backgrounds to establish and maintain collaborative relationships.
- Communication skills to prepare written reports, proposals, correspondence, assessments, email and other materials for a variety of audiences.
- Leadership and decision-making skills to evaluate program/ student needs, problem-solve, chair meetings/committees, and train other staff.
- Experience recruiting, supervising and motivating staff.
- Experience assessing budgetary needs and overseeing budgetary allocations.
- Skills to research, identify and validate student activities and programs.
- Experience with program development and management and expertise to design, implement, and evaluate initiatives serving diverse communities.
- Skills to analyze, interpret, evaluate, and apply federal/state/ university rules, regulations, and policies.
- Skills to analyze and evaluate technical and non-technical program requirements, information, or problems in an objective manner and make logical conclusions.
- Computer skills to utilize various programs and software for word processing, spreadsheets, and student database management programs.
- Experience planning, preparing, and monitoring complex education budgets by integrating program goals, projects, plans, staffing needs and statistical data.
