SUMMARY OF POSITION:
Under the direction of the Manager of Undergraduate Housing Front Desks and Property Administration, the Undergraduate Housing Operations Specialist (UGHOS) will support a standardized inspection process throughout undergraduate housing and oversee the inspection and cleaning programs for off-campus undergraduate housing.
The Undergraduate Housing Inspections Program includes the accurate assessment of facility conditions within the Undergraduate Student Housing physical plant. The UGHOS conducts common area, room and apartment inspections to document conditions, schedule preventative and routine maintenance repairs, record health and safety issues, complete equipment and FF&E condition and lifecycle assessments, assess damage and working with the area Housing Building Managers (HBMs) to determine the appropriate corrective actions. These assessment activities require the preparation of written recommendations with supporting analysis and justifications and routine scheduling of work requests that include monitoring the completion and quality of work performed.
While the UGHOS must follow certain established procedures, he/she must also make independent judgments, especially with regard to his/her role in the overall condition and safety of facilities, maintenance and repair work, and assessing student damages. The UGHOS is responsible for supervising and scheduling additional custodians and temporary custodial, inspector, and student staff as required for the off-campus undergraduate housing to support the academic and summer conference programs.
The UGHOS serves as the front-line responsible staff member for his/her areas of oversight. A significant portion of the UGHOS position's success is dependent on the high level of customer service that is provided to the student residents, conference guests, and associated parents, alumni, academic areas that are part of the overall Undergraduate Housing community.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manage and coordinate all aspects of the Undergraduate Housing Inspection Program to establish and consistently monitor and maintain high standards of cleanliness, maintenance, health/safety, and appearance of housing facilities and associated grounds. Conduct facility inspections to assess their condition, while occupied; identify maintenance issues and schedule appropriate repair work; monitor, report, and ensure quality of work thereafter.
Perform inspections of student rooms and apartments at turns and when requested by student or other SH entity. Responsibility for the security of the residence throughout the year, and particularly during times of low occupancy (e.g. Winter Break and end of quarter turns) is part of the UGHOS role.
Perform inspections of commercial kitchen facilities that are under Undergraduate Housing Operation purview to establish and consistently monitor and maintain high standards of cleanliness, maintenance, health/safety, and appearance of housing facilities and associated grounds. Conduct facility inspections to assess their condition, while occupied; identify maintenance issues and schedule appropriate repair work; monitor, report, and ensure quality of work thereafter.
Manage the off-campus undergraduate housing inspections and cleaning program. Includes, establishing and overseeing contract with outside vendor for cleaning and moving services.
Manage various centralized inventories as needed to compliance guidelines.
Ensure a sustained commitment to compliance, including master key controls, vehicle logs, chemical and other supplies inventory, equipment inventory, and safety protocols.
Implement-according to established framework-time and motion standards related to custodial cleaning tasks; establish and implement cleaning schedules. Conduct regularly scheduled audits of custodial closets and supply rooms.
Provide evening and weekend operations support as needed for special events.
Serve as the designated back-up to the UGHBM when situations arise that the primary UGHBM is not available or the length of absence dictates that the additional support is needed. As UGHBM back-up would assume responsibility for managing their facilities and supervising their custodial staff in their absence.
Recommend to the Manager for Undergraduate Housing Property Administration to delay or stop work if it is not to specifications, meeting quality standards, or is negatively impacting, or has the potential for negatively impacting, the residential community.
Work closely and collaboratively with the Undergraduate Housing Front Desk Coordinators regarding the full circle of customer service that both roles provide to residents; communicate daily regarding new information pertinent to the goals of the division, etc.
Along with the Manager of Undergraduate Housing Front Desks/Property Administration, work closely with the Residential Educate staff, students, and Student Housing maintenance shop, contractors, vendors, and other personnel in the coordination of work to be conducted to ensure comfort and convenience of residents; attend house and community meetings and other scheduled meetings to maintain open lines of communication with our customers.
Working closely with Residential Education staff, interact with residents in the enforcement of house/community rules as they relate to the facility and resolve behavior problems at the local level. Because of daily contact with students, all Undergraduate Housing Operations staff members are part of the support network to help students solve problems.
Serve on RF audit walks as R&DE/Student Housing representative along with one HBM.
When necessary, accompany the Santa Clara County Fire Marshal, County Health Inspector, and others on housing tours, answer questions and correct problems as needed. Serve as Undergraduate Housing Operations representative at all quarterly Student Housing evacuation drills and other emergency preparedness scenarios.
Return to campus and perform assigned duties in times of large-scale emergency as requested, as well as in times of building related emergency situations (including after hours), when backing-up a UGHBM's area, or when requested by the on-duty Supervisor or other responsible party.
Consult and communicate with Manager of Undergraduate Housing Front Desks/Property Administration, regularly and often to ensure independent decision making is occurring in full accordance to department policies and culture.
Serve as part of the SH 24/7 After-hours On-Duty Supervisor team or when operational needs demand as required by the Senior Associated Director of Student Housing Graduate or Undergraduate Housing Operations.
Attend meetings and represent R&DE/Student Housing as requested.
Serve Student Housing by performing other operational duties as assigned by the Manager of Undergraduate Housing Front Desks/Property Administration, when necessary.
QUALIFICATIONS:
Bachelor's degree - required. Advanced degree - desirable. Facility Management Credentials -desirable.
Minimum of 2 years direct supervisory experience - required.
Minimum of 3 years facility management experience - required.
Minimum of 3 years custodial operations experience - desirable. This includes custodial and housekeeping operations/services/practices and related aspects of facilities management.
Food Handlers certification - desirable.
Demonstrated knowledge of the safe and proper use of commercial cleaning chemicals, supplies, and equipment - required.
Demonstrated ability to plan, schedule, and effectively estimate labor needs.
Demonstrated ability to provide oversight of a facility that is occupied and functioning at full capacity, 24 hours a day, seven days a week, year round.
Demonstrated ability and experience presenting written and verbal information clearly and articulately, using style variations to appeal to diverse groups.
Demonstrated ability to develop cooperative working relationships with multiple individuals, groups, and communities.
Demonstrated experience working within the confines of a bargaining unit labor agreement.
Working knowledge of basic carpentry, masonry, plumbing, electricity, HVAC, mechanical systems, sanitation, security systems, and physical plant conditions with the ability to identify building systems failures.
Working knowledge of Cal/OSHA, ADA, Fire Codes, and environmental protections.
Ability to interpret basic architectural and schematic drawings.
Strong commitment to excellent customer service. This entails interpersonal skills, tact, discretion, and an attitude of service to others.
Ability to employ current technology and related software in support of strong work performance and productivity (i.e. MS Office Suite).
Above average organization, project, and time management skills that include sound administrative practices and optimal utilization of resources.
Experience in a university environment is desirable; experience in a student housing environment is highly desirable.
Must be available to work variable shifts, including nights and weekends, sometimes on very short notice - Required. June through September and Winter Break University closure is very limited for time off due to Housing's peak operational time.
